Human Resource Development Plan

(a) Cultivating a bird's-eye-view of the role of fundamental and specialized engineering in society:


(i) A main- and vice-supervisor system will be introduced across the department to broaden the range of research and the horizons of Ph.D. students and postdoctoral researchers.

(ii) By participating in several research groups, student exposure to frontier research areas that overlap traditional disciplines will be increased.

(iii) Evening seminars will be presented by leading Ph.D.-level engineers now working actively in industry, which will Ph.D. students to decide their own career paths. These seminars will be presented as part of an expansion of the "Transdisciplinary Lecture Series" of the 21st Century COE (21COE).

(iv) A domestic internship program will both place Ph.D. students in internships in industry and request companies to participate actively in their education through the newly developed "industry cooperation chair" system.

(v) Project-based learning (PBL) projects in overseas industries will also be introduced in international internships.

(b) Cultivating competitiveness based on international understanding and specialized knowledge:


(i) Ph.D. students and postdoctorate researchers will be exposed to international approaches to collaborative research through internships of several months per year at overseas universities and research institutes. The number of overseas bases will be greatly increased to over the number in the 21COE program by including universities and research institutes where Fellows of the School of Engineering of the University of Tokyo are in residence.

(ii) In order to create a truly international educational and research environment at the Global COE (GCOE) base in Japan, Ph.D. students and postdoctorate researchers from the world's top universities and institutes will be invited to work in Japan. The competitive advantages realized from attaining the skill of communicating specialized knowledge in English will be cultivated by discussions in English during these stays, for example, in a summer camp.

(c) Cultivating the leadership skills needed to engage actively in industry and academia:


(i) Research projects will be conceived and planned by Ph.D. students and postdocs in an extended version of "interdepartmental Ph.D. student courses" in the 21COE. The research budget will be distributed competitively on the pasis of an evaluation of the projects, with preference given to the proposals of young researchers, with the budget provided in successive years based on an evaluation of the project achievements.

(d) Recruiting excellent overseas students


(i) Program members of the GCOE will present lectures and seminars at overseas universities, intended to attract and recruit top-quality overseas students. Participants will be selected from the resulting applicants and financial support for overseas students will be provided.
